In the anti-trust enforcement section, recommendation #1, it says that &quot;owners of IP rights should be free to decide  independently whether to license their technology to others, without fear of violating anti-trust laws.&quot;  And then it says this was &quot;confirmed by a recent legal ruling that expressed great skepticism ofabout applying the antitrust laws in ways that would force companies to share the source of their competitive advantage with others.&quot;  (p 41-42).  

I&#039;m new to this topic, does anyone know what that ruling was?</description>
