is a very good model. In my municipality Kristinestad in Finland we founded a cooperative and are now constructing a Fiber From The Home open access net. The first 500 homes will be fully activated before end of this year.
The municipality is a typical rural area with all in all about 2500 homes whick almost 100% are now passed.
The investment/household is 1900-3000 euro all included, also CPE.

The net will be a so called open access network which means that the cooperative will sell no services itself. Serviceproviders can on equal term put there services at sale and the enduser choose by himself which service and which serviceprovider.
