Although the International Astronomical Union may do some good stuff they seem to not understand:
A. How to run a vote, since less than 5% of the members got to vote on this
B. Public opinion. It is this which decides what is what in most things to do with astronomy.

Sometime in the future, pluto, and the other newbies will be called planets. The IAU seem to think our Solar System is one of a kind!! Before we know it they'll be saying some moons are no longer moons!!

I think that the more disgusting crimes should be punished more severely. While it may do very little to deter crime, I believe it sends a symbolic message that we will not tolerate deranged crimes.

I agree with the first hypothesis for sure.

Later that afternoon the honkers made their message clearer by flying Albanian flags, see http://www.tagblatt.ch/index.php?artikelxml=1469573.

Interesting idea! Just one thought: the message could actually be more complex than you write and may be very different from its trigger (”Kosovo is declaring its independence”). Some completely hypothetical examples:

- "I am so happy that Kosovo is independent!"
- "Finally, I have a good reason to honk like crazy in this quiet Swiss town."
- "I wonder why everybody's honking. Whatever, let's chime in..."
- "I do not like this whole honking thing, so I just acoustically signal my disagreement."
- etc.
