Government Publications: Enhanced Access and Discovery through Open Linked Data and Crowdsourcing

The Committee on Institutional Cooperation (or CIC) has been leading a coordinated effort to digitize government documents, and asserts that US federal documents represent a critical and core resource for the DPLA. The project already has over 300,000 documents currently available in the HathiTrust, and an additional 200,000 are available from other Google partners. The project continues with an approximate target of digitizing a total of 1+ million print documents.

To overcome some of the systemic obstacles associated with discovery of government documents, the CIC proposes Linked Data strategies to express relationships between HathiTrust resources that would otherwise be hidden and the use of crowdsourcing mechanisms to associate and sequence related components of legislative history.
