German Neo-Nazis: “Action, Not Words,” Another Failure of German Education? – 1

Transcript of part of a television program broadcast recently in Germany:

“In the recent election campaign for the European Parliament, Germany’s leading right-wing extremist party, the NPD, ran on the slogan, ‘Action, Not Words.’ A lot of the party’s members and supporters seem to be taking the phrase literally. The young man in these pictures wanted to demonstrate against a recent march by the NPD, and he received life-threatening injuries for his efforts.

“The German federal police agency that is this country’s equivalent of the American FBI has warned that neo-Nazis are becoming increasingly violent. Andrea Roepke and Rene Schulthoff have put together an impressive report on the subject, aimed at showing just how seriously the potential for violence on the part of the NPD should be taken.”

„Im Europawahlkampf wirbt die NPD mit der Parole “Taten statt Worte”. Das scheinen viele ihrer Anhänger wörtlich zu nehmen. Dieser junge Mann wollte gegen einen Aufmarsch der Rechtsextremen demonstrieren – und wurde von einem NPD-Anhänger lebens-bedrohlich verletzt.

Verfassungsschützer warnen, dass Neonazis immer gewalttätiger werden. Andrea Röpke und René Schulthoff zeigen eindrucksvoll, wie ernst man das Gewaltpotenzial im Umfeld der NPD nehmen muß.”

“Chancellor Schroeder’s chances of political survival are tied not only to an (unlikely) improvement in the German economy, but also to the Chancellor’s ability to convince the voters of the need for years of austerity. An impossible task? Reasonable government policy is at present flourishing despite the resistance of political parties now not in power. However, if Angela Merkel’s opposition Christian Democrats were from now on to limit themselves to malicious obstruction, the increasingly heavy burden of reform would weigh down on Germany like a lead weight. Moreover, every future German government would wind up being as incapable of any soaring achievement as that prehistoric flightless bird, archaeopteryx, which has long since become extinct.”

„Schröders politische Überlebenschance liegt nicht nur in der (unwahrscheinlichen) Erholung der Konjunktur beschlossen, sondern auch in der Fähigkeit des Bundeskanzlers, die Bevölkerung auf Jahre des Verzichts einzuschwören. Das sei unmöglich? Vernünftige Regierungspolitik gedeiht derzeit nur im heftigen Gegenwind. Sollte Angela Merkels Opposition sich aber auf hämische Obstruktion beschränken, würde dem ganzen Land die stetig schwerer werdende Reformlast wie Blei an den Füßen hängen. Flugunfähig wäre schließlich jede zukünftige Bundesregierung wie jener vor langer Zeit ausgestorbene Urvogel Archäopteryx.”

“Not only will Germany’s governing coalition soon face a moment of decision, the entire country will as well. The government has until May 2005, when crucial legislative elections take place in North Rhine-Westphalia, and if the Social Democrats and the Greens are voted out of power there, then everything is over. So instead of carrying on discussions about the semantics of better communicating political decisions through the media, the government needs to lay everything on the line, clearly. Working hours have to be lengthened, the huge amount of vacation time and the large number of public holidays in Germany must be reduced, tax and labor laws have to be reformed, government subsidies need to be sharply cut – an enthusiastic, self-correcting impulse must be aroused throughout the country.”

„Nicht nur die rot-grüne Koalition, die Gesellschaft ist an einem Scheideweg angekommen. Die Berliner Regierung hat noch Zeit bis zu den Landtagswahlen in Nordrhein-Westfalen im Mai 2005. Gehen die verloren, ist es aus. Statt semantische Diskussionen über bessere mediale ‚Politikvermittlung’ zu führen, sollte sie Klartext reden: Die Arbeitszeiten müssen verlängert, die Flut der Feier- und Urlaubstage muss reduziert, das Steuer- und Arbeitsrecht weiter reformiert, die Subventionen müssen schärfer gekürzt, ein neuer Enthusiasmus der Bundesrepublik zur Selbstkorrektur müsste geweckt werden.”

“Germany, this discontented republic, is experiencing two realities at the same time. On the one hand, many people here believe that politicians of every party are responsible for the socio-political ‘interior furnishings’ that were put in place in the country during the years of stormy economic growth, ‘furnishings’ that have become unsuitable in the decade since that growth ended. On the other hand, it is the German people themselves – at home in these ‘interior furnishings’ – who have made themselves quite comfortable on the sofa of the welfare state. They seem to think that their ability to learn and adapt to a changing world has been proven by the fact that they now separate their refuse in different containers and have gotten used to the sight of windmills built to generate electric power. Many believe that even then they were yielding to unreasonable demands.”

„Die unzufriedene Republik lebt in zwei Wirklichkeiten. Haftbar machen viele Bürger – einerseits – die Politiker aller Parteien für das inzwischen unpassende sozialpolitische Mobiliar jener stürmischen Wachstumsjahre, die vor mehr als einem Jahrzehnt endeten: Als wären es nicht – andererseits – die Bürger selbst gewesen, die es sich auf dem Sofa des Wohlfahrtsstaates bequem gemacht hatten. Dass sie nebenher das Geschäft der Mülltrennung gelernt, dass sie sich an den Anblick von Windkraftmühlen gewöhnt haben, galt als hinreichender Beweis nationaler Lernfähigkeit. Die Praxisgebühr war schon eine Zumutung zu viel.”

“The current style of political campaigning in Germany, in which personalities play such an important role, leads the average voter to believe in the illusion of powerful leadership, exercised by a presidential German Chancellor. This Chancellor’s most important goal is supposed to be making Germany fit for the future. However, Germany’s legislative and executive branches were long ago put into the harness of the thousand and one legalisms that constitute our overly complex republic. The power to actually shape politics, a power that leaders like Konrad Adenauer or Helmut Schmidt still enjoyed, has evaporated. What remains is the politics of tiny steps, which can only lag behind the economic forces that require adapting to globalization with lightning speed. Meanwhile, as this is going on, the average voters are experiencing modernization as a threat – a threat that they blame on the politicians.”

„Die personalisierten Wahlkämpfe gaukeln den Bürgern eine Illusion kraftvoller Führung durch einen Präsidial-Kanzler vor, der die Zukunftsfähigkeit Deutschlands zur ‚Chefsache’ machen könne. Doch die Legislative und die Exekutive sind längst eingespannt in tausendundeinen Gesetzestext einer überkomplexen Republik. Politische Gestaltungsmacht, die noch einem Konrad Adenauer oder Helmut Schmidt vergönnt war, hat sich verflüchtigt. Was bleibt, ist eine Politik kleinster Schritte – dem rasanten ökonomischen Anpassungszwang der Globalisierung hinkt sie notgedrungen hinterher. Gleichzeitig wird Modernisierung vom Wähler als neue Bedrohung erfahren – schuld sind immer ‚die Politiker’.”

“Germany has become the model ‘official approval republic’ – the authoritarian state has returned, this time as a Germany of rules and regulations, sullenly tolerated by the general populace. In Germany, there are now six times as many judges per person as in England, and they guarantee the power of “order” in law and bureacracy. This is another reason for the increase in the number of people who either do not vote or who are constantly changing their political allegiance. No matter who is in power, the average citizen withdraws support from that person faster than ever before. Behind the winner of every election – and the current winner is Angela Merkel, leader of the opposition – the structural immobility of the politics of Germany’s jungle of laws and regulations remains visible. Constraints rule our world.”

„Deutschland ist die exemplarische Genehmigungsrepublik geworden – der autoritäre Staat ist als verdrossen ertragenes Vorschriftenland wiedergekehrt, in dem sechsmal mehr Berufsrichter pro Kopf der Bevölkerung als in England die Herrschaft der Rechts- und Verwaltungsordnung garantieren. Auch hier liegt ein Grund für die Zunahme der Nicht- und Wechselwähler: Wer auch immer regiert, die Zuneigung der Bürger wird ihm schneller denn je wieder entzogen; denn hinter jedem Wahlsieger, und hieße er demnächst Angela Merkel, wird alsbald die strukturelle Unbeweglichkeit von Politik im Paragrafendschungel der föderalen Republik selbst sichtbar. ‚Sachzwänge’ regieren die Welt.”

“At the same time, it is no secret that Germany’s ongoing budgetary and economic weakness has its origins in the nineteen-eighties. The demographic transformation of the country had long been recognized, but votes were won with the slogan – which was not true – ‘Your government pension is secure.’ The backwardness of German education had also long been diagnosed, but German state governments went on building universities without being able to finance their operation. Finally, it had long been clear to more people than just liberal politicians that an economy and a society that was regimented by the state – as it has been even in the Federal Republic, not to mention the former GDR – would lead to the ossification of the economy and the thinking in all of Germany.”

„Dabei ist es kein Geheimnis, dass Deutschlands anhaltende Wachstums- und Haushaltsschwäche in den achtziger Jahren verursacht wurde. Längst war der demografische Wandel des Landes bekannt, da wurden die Wahlen noch mit dem unwahren Slogan „Die Rente ist sicher“ gewonnen. Längst war die Rückständigkeit des Bildungssektors diagnostiziert, da bauten die Länder immer noch Hochschulen, ohne ihren Betrieb finanzieren zu können. Und längst war nicht nur liberalen Ordnungspolitikern klar, dass die staatliche Reglementierung von Wirtschaft und Gesellschaft zu einer ökonomischen und mentalen Erstarrung der Bundesrepublik führen würde.”

“The loss of voter strength by the two major political parties in Germany demonstrates one thing above all: the monolith of ‘the people’ does not really exist. It has been broken up into various sectors and groupings, each of which is fixated on its own interests. However, a common feeling of anger does connect everyone – anger over the fact that (almost) everything is getting more expensive and (almost) everyone is getting poorer. That anger – regardless of its historical cause – is directed toward whichever political party happens to control the government.”

„Die Stimmenverluste der „Volks“parteien beweisen vor allem eines: Das monolithische „Volk“ gibt es nicht wirklich, es hat sich aufgelöst in seine interessenfixierten Sektoren und Milieus, die allenfalls durch einen gemeinsamen Ärger verbunden sind – (fast) alles wird teurer, und (fast) alle werden ärmer. Jener Ärger wird ohne Rücksicht auf seine historische Herkunft der jeweiligen Regierung angelastet. ”

“The defeats suffered by the Social Democrats in the recent elections are indicative of weak point in the present government in Berlin. When it came to power, it accepted the far too high transfer to eastern Germany of 60 billion euros ($74 billion) in annual subsidies, without carefully examining the often pointless uses to which this money was put. Now the government lacks money, while tens of thousands of subsidized dwellings stand empty in eastern Germany, and its state-of-the-art infrastructure is hardly used by anyone. Fewer and fewer people are connected by the finest roads and by the most expensive telephone equipment. The drain of talent to western Germany goes on, but eastern Germany is not even mentioned in the government’s plan for the future, known as Agenda 2010.”

„Die Wahlniederlagen verweisen darüber hinaus auf einen Schwachpunkt der rot-grünen Regierung: Sie hat den allzu hohen jährlichen Subventionstransfer von mehr als 60 Milliarden Euro gen Ostdeutschland kritiklos hingenommen, ohne dessen bisweilen sinnlose Nutzung zu kontrollieren. Jetzt fehlt das Geld im Haushalt. Zehntausende steuersubventionierte Wohnungen in Ostdeutschland stehen leer. Die Infrastruktur der neuen Länder ist hypermodern. Sie wird kaum genutzt; die feinsten Straßen und teuersten Telefonanlagen verbinden immer weniger Menschen. Die Talent-Abwanderung gen Westen hält an. Und doch kommt in der Agenda 2010 Ostdeutschland nicht vor.”

“In carrying out his reforms, Chancellor Schroeder has felt the full weight of the country’s dissatisfaction. This weight is made even heavier by the fact that Schroeder can no longer depend on the current of solidarity his party provided in the past, at a time when the Social Democrats were intimately allied with the German labor movement. The Social Democratic Party still has more members than any other political entity in Germany, but it is suffering from the gradual disappearance of the traditional social democratic environment in what were once Germany’s industrial centers.”

„Den Reformer Schröder aber traf jener Unmut mit aller Wucht, zumal er sich auf den alten Solidaritätssog seiner ehedem arbeiternahen Volkspartei nicht mehr verlassen kann. Die immer noch mitgliedsstärkste Partei leidet unter der Verdunstung des klassischen sozialdemokratischen Milieus in den ehemaligen industriellen Ballungszentren.”
