“(Headline:) Concert by Konstantin Wecker Blocked – Criticism from the Central Council of German Jews
“Halberstadt County in the German state of Saxony-Anhalt has prohibited a concert by songwriter Konstantin Wecker in a public school. This decision was the result of a protest by the extreme right-wing NPD (Nationaldemokratische Partei Deutschlands).
The NPD protested because the concert was planned around the motto ‘Nazis, get out of this town.’ According to media reports, the NPD argued that the concert amounts to a political campaign, and political campaigns are forbidden in public buildings before an election. (Legislative assembly elections were about to be held in Saxony-Anhalt.) The NPD believed that Konstantin Wecker would encourage support for Germany’s new Party of the Left.
The Central Council of German Jews has reacted with severe criticism.”

„(Schlagzeile:) Konzert von Konstantin Wecker verboten – Kritik vom Zentralrat der Juden
Der Landkreis Halberstadt in Sachsen-Anhalt hat ein Konzert des Liedermachers Konstantin Wecker in einer Schule untersagt. Hintergrund ist ein Protest der rechtsextremen NPD gegen die Veranstaltung unter dem Motto “Nazis raus aus dieser Stadt”. Die Partei hatte Medienberichten zufolge argumentiert, dass vor der Landtagswahl am 26. März Wahlkampf in öffentlichen Gebäuden verboten sei. Sie mutmaßte, dass Wecker möglicherweise für die Linkspartei werben könnte. Der Zentralrat der Juden in Deutschland reagierte mit heftiger Kritik.”

“Tschoepp doesn’t believe in promises that an intellectual elite or elite universities will be encouraged and nurtured in Germany: ‘I’ve learned from experience in the last ten years that there’s a lot of talk about this subject, but in many situations there’s insufficient staffing and equipment, and scientific experiments cannot be carried out. I’m waiting to see if promises are going to be kept in the future, but I remain very skeptical about anything really happening.
“So Matthias Tschoep goes back to Cincinnati, back to the USA, and a lot of German scientists are going to follow.””

Wissenschaftler verlassen Deutschland (immer noch), aber sicher nicht die Technische Universität München – 14
„Tschöpp jedenfalls schenkt Elite-Verheißungen keinen Glauben: “Die letzten zehn Jahre haben aus meiner persönlichen Erfahrung gerade immer wieder gezeigt, dass sehr viel geredet wurde, viele schöne Worte gemacht wurden. Aber dass im persönlichen, individuellen Fall die Instrumente dann nicht da waren, die Stellen nicht da sind, die Experimente nicht gemacht werden können, so dass ich gerne abwarten würde, ob sich das umsetzen lässt. Ich bin sehr skeptisch.”
Und so macht sich Matthias Tschöp wieder auf den Weg nach Cincinnati, zurück in die USA. Auch in diesem Jahr werden ihm wieder viele deutsche Wissenschaftler folgen.”

“At the German federal Ministry of Scientific Research they give every appearance of being unimpressed. The Ministry informed us, ‘Science and research require the international exchange of people. It is therefore to be welcomed that many German scientists go abroad, either during or after their education.’
“Only they don’t come back. Where Germany is concerned, ‘Exchange’ has become a one-way street.”

„Im Forschungsministerium gibt man sich unbeeindruckt. Das Ministerium teilt uns mit: ‚Wissenschaft und Forschung leben vom internationalen Austausch. Deswegen ist es auch zu begrüßen, dass viele deutsche Wissenschaftlerinnen und Wissenschaftler während oder nach ihrer Ausbildung ins Ausland gehen’.”
Nur kommen sie nicht mehr zurück. Austausch ist zur Einbahnstraße geworden.”

“We’re meeting Tschoep here in Stockholm. He’s conferring with some colleagues involved in an international research project at the Karolinska Institute, where the Nobel Prizes are awarded. Tschoep lives in America again and is now doing research in Cincinnati, permanently. Germany is a place he’s written off.
“He says, ‘It’s very painful. On the one hand, a person like me would really like to live in Germany and teach at a German university and organize a research group there. But then you see that if you do that, you have to compromise on the quality of your research’.“

„Wir treffen Tschöp in Stockholm. Am Karolinska-Institut, dort wo der Nobel-Preis verliehen wird, besucht er Kollegen eines internationalen Forschungsprojektes. Tschöp selbst ist zum zweiten Mal nach Amerika zurückgekehrt, forscht jetzt auf Dauer in Cincinnati. Deutschland hat er abgeschrieben.
Tschöp: ‚Es ist sehr schmerzhaft, wenn man einerseits in Deutschland gerne leben möchte und gern an einer deutschen Universität lehren möchte und eine Gruppe aufbauen möchte. Aber man merkt, dass man dadurch auf Qualität in der Wissenschaft verzichten müsste’.”

“Matthias Tschoep, a scientist in the field of biomedicine, returned to Germany from America, because he felt more connected to his home country. He wanted to establish a research group at the German Institute for Research in Dietetics.
“Nothing came of this plan, however. As he explained it to us, ‘Although I had the complete support of the institute and of its research directors, suddenly we were confronted with a situation in which a state budget deficit of 600 million euros (723 million U.S. dollars) in Brandenburg forced the temporary cancellation of all government support for scientific research. That happened four weeks after I arrived, so that I couldn’t hire the technicians that I absolutely needed for the work I’d planned. It also meant that I could only tentatively start the work, or perhaps not start it at all’.“

„Der Biomediziner Matthias Tschöp war aus Amerika nach Deutschland zurückgekehrt, weil er sich der Heimat verbunden fühlte. Er wollte am Deutschen Institut für Ernährungsforschung in Potsdam eine Forschungsgruppe aufbauen.
Doch daraus wurde nichts, erzählt er uns: ‚Obwohl ich die volle Unterstützung des Instituts und des wissenschaftlichen Direktors hatte, gab es plötzlich die unerwartete Situation, dass aufgrund eines 600 Millionen Haushaltslochs in Brandenburg alle Forschungsförderungen für eine Zeit gestrichen wurden. Es gab eine Haushaltssperre. Das passierte vier Wochen, nachdem ich ankam, so dass ich die technischen Angestellten, die ich unbedingt brauchte und die ich anstellen wollte, nicht anstellen konnte, und ich dadurch auch Projekte zögerlicher oder gar nicht anfangen konnte’.”

“ ‘If things go on as planned – and that may happen and possibly will continue to happen – it would be a catastrophe for German universities,’ says Burkhard Rauhut, Rector of Aachen University (Rheinisch-Westfaelischen Technischen Hochschule Aachen). ’Because German universities that were founded thirty, thirty-five, or forty years ago will all have to be renovated at one go. At the same time, other universities will need new buildings for the newer areas of research, such as biotechnology and nanotechnology – the changes are happening faster and faster. We need these buildings, otherwise we’re finished’.”

„ ,Wenn das wirklich so passiert, wie es angedacht und möglicherweise später auch noch weiter geht, ist das für die Hochschulen katastrophal”, befürchtet Burkhard Rauhut, Rektor der RWTH Aachen. “Denn Hochschulen, die vor 30, 35, 40 Jahren gegründet wurden, müssten jetzt auf einen Schlag saniert werden. Die anderen brauchen für die neuen Forschungstätigkeiten, wie Biotechnologie, Nanotechnologie – die Geschwindigkeit steigt an – neue Gebäude. Wir brauchen die Gebäude, sonst sind wir weg’.”

“And to say it doesn’t do the system any good may be something of an understatement. Frontal21’s reporters examined the physical working conditions of scientists at Aachen University (Rheinisch-Westfälische Hochschule). The conditions were depressing – damp walls, very limited work space. The building where the Institute for Iron and Steel is housed is in urgent need of renovation, but the necessary funding has been lacking for years.
“Recently an entire laboratory had to be shut down because the ventilation system simply stopped working. The idea that even more money could be saved at the university and that this money could be used to support a few elite universities is something that no one in Aachen can understand.”

„Es bekommt ihm wirklich nicht: Frontal21 überprüft die Arbeitsbedingungen der Wissenschaftler an der RWTH (Rheinisch-Westfälische Hochschule) Aachen. Sie sind deprimierend – feuchte Wände, drangvolle Enge. Das Institut für Hüttentechnik müsste dringend saniert werden. Doch das Geld fehlt schon seit Jahren.
So wurde jüngst ein ganzes Labor still gelegt. Die altersschwache Entlüftung hatte endgültig den Geist aufgegeben. Die Idee, hier noch weiter zu sparen, um mit diesem Geld dann eine Handvoll Elite-Unis zu fördern, versteht in Aachen niemand.”

First, they considerably reduced the money available for university construction, and second, they reduced project support funding. That certainly does the system no good’.”

„Dazu Wedig von Heyden, Generalsekretär Wissenschaftsrat: ‚Man hat die Hochschulen, die sowieso schon unterfinanziert sind, doppelt geschlagen – einmal erhebliche Summen durch die Kürzung der Hochschulbaumittel und dann noch einmal durch die Kürzung der Projektfördermittel. Und das bekommt unserem System nicht’.”

Scientists are (still) leaving Germany, but surely not the Technical University of Munich – 7
“The German Minister for Research started a campaign called ‘Best Brains – Germany Seeks Elite Universities.’ There are to be five such universities, and they are supposed to receive fifty million euros each (sixty million U.S. dollars).
“The Research Minister stated, ‘What we need are elite universities that shine before the whole world, attracting the best minds not only from within Germany but from every other country as well.’
“Sounds good. Except that just before that statement was made, the German federal government cut the budget for scientific research by almost 240 million euros (290 million U.S. dollars), in one dramatic stroke. That amounts to about as much money as it says the elite universities are going to receive.”

„Aus dem Hause der Forschungsministerin Buhlman gibt es nun eine Kampagne: ‚Brain-up – Deutschland sucht die Eliteuniversität’. Den fünf Erwählten winken jeweils fünfzig Millionen Euro.
Edelgard Bulmahn am 26. Januar 2004: ‚Was uns fehlt, sind Spitzenuniversitäten, die weltweit strahlen, und die die klügsten Köpfe nicht nur aus unserem Land, sondern auch aus anderen Ländern anlocken.’
Hört sich gut an. Nur, kurz vor dieser Ankündigung hat die Bundesregierung den Forschungsetat um knapp 240 Millionen Euro dramatisch gekürzt. Ungefähr so viel, wie sie den Elite-Unis jetzt wieder schenken will.”

“Now it’s American students who are benefiting from all the knowledge that Professor Riess, a brilliant classical historian, has acquired. Moreover, he’s currently working on his second book, about violent crime in ancient Athens. All this is a very good deal for the Americans: they can take advantage of Reiss’ learning and education, after Germany paid for every cent of that education.
“ ‘America has been serious about globalization,’ says Riess. ‘America understands that competition isn’t easy, competition occurs on an international scale, and a lot of money has to be spent on it. Germany too has to be ready for this step, for this competition’.”

„Nun profitieren amerikanische Studenten von dem Wissen des brillanten Althistorikers, der zur Zeit an seinem zweiten Buch über Gewaltverbrechen im antiken Athen schreibt. Für die USA ist das eine lohnende Sache: Schließlich mussten sie in die Ausbildung der Wissenschaftler keinen Pfennig investieren.
‚Amerika hat mit der Globalisierung ernst gemacht’, meint Riess. ‚Amerika begreift, dass der Wettbewerb hart ist, dass der Wettbewerb international ist und dafür wird auch Geld ausgegeben. Und zu diesem Schritt, zu diesem Wettbewerb muss Deutschland bereit sein’.”
