(more…)
(more…)

How long does it take the average country to adopt a typical technology? The surprising answer: nearly half a century, or 47 years. “There is, however, substantial variation in these lags, both across countries and across technologies,” write HBS professor Diego A. Comin and colleague Bart Hobijn of the Federal Reserve Bank of New York.
They discuss two questions: ‘What are the key economic aspects that differ across technologies that influence the speed of diffusion?’ and ‘What are the key cross-country differences in endowments, institutions, and policies that impinge on technology diffusion?’ Here is their paper.

John Milton (1859)
Walter Bagehot
THE “LIFE 1 of Milton,” by Professor Masson, is a difficulty for the critics. It is very laborious, very learned, and in the main, we believe, very accurate; it is exceedingly long,—there are 780 pages in this volume, and there are to be two volumes more; it touches on very many subjects, and each of these has been investigated to the very best of the author’s ability. No one can wish to speak with censure of a book on which so much genuine labor has been expended; and yet we are bound, as true critics, to say that we think it has been composed upon a principle that is utterly erroneous. In justice to ourselves we must explain our meaning.
1
There are two methods on which biography may consistently be written. The first of these is what we may call the exhaustive method. Every fact which is known about the hero may be told us; everything which he did, everything which he would not do, everything which other people did to him, everything which other people would not do to him, may be narrated at full length. We may have a complete picture of all the events of his life; of all which he underwent, and all which he achieved. We may, as Mr. Carlyle expresses it, have a complete account “of his effect upon the universe, and of the effect of the universe upon him.” 2 We admit that biographies of this species would be very long, and generally very tedious; we know that the world could not contain very many of them: but nevertheless, the principle on which they may be written is intelligible.

In the name of “socialist new village” movement, China’s provinces, such as Jiangsu, have been confiscating peasants’ houses and lands without giving them reasonable compensation since 2006. In these provinces, peasants were mandated to move to the concentrated residence, assigned a unit of the government-built apartment building, and given a pathetic amount of monthly stipend in exchange of their old houses, lands and traditional life style.
Many peasants refused to leave their homes. The local governments, in return, played all kinds of dirty tricks on them. Mr. Chou Lin, for example, experienced man-made black-outs, water supply cut off, and noisy fireworks outside of his window during night, because he rejected the government’s notice to move. Mrs. Jin, a 60 year-old lady from Nantong, was beaten up by the gangsters hired by a government-supported developer, and they broke her ribs.
For those who moved the “concentrated residence,” they were disappointed. Mrs. Zhao Meilan, a homeowner of a 200-square-meter house and a 0.4 acre land, was reallocated to a transitional apartment less than half the size of her old house. She was given a 25$ monthly stipend, which covered less than a fraction of her living expenses.
