		<description>Psychologists posit that consciousness arises when the quantity and frequency synaptic  processes between nodes reach a minimum threshold.  In the case of the human brain, the nodes are brain neurons and the synapses are facilitated by neuro-transmitting chemicals.  That process might be at work in the number of Internet users connected and firing their &quot;synaptic&quot; processes.  The entire Internet community may be evolving into an intelligent organism with a unique consciousness of its own.  Out of all the synaptic noise of millions of isolated thoughts, emerges a consensual and collaborative position on politics, sociology, religion, economics, etc.  At the speed of the electron, this neural network is capable of out-thinking and out-planning even the Executive Branch of the Federal government.</description>
