Network neutrality and transparency

Ethan Leib asks some skeptical questions about network neutrality in this post at PrawsBlawg. As I commented there, an assumption that competition can substitute for a neutrality mandate embeds the assumption that consumers have the information they need to choose among ISPs based on disparate treatment of different content. I don’t think there will be such transparency. If not, it seems to me that pretty much ends the discussion.

The indefatigable David Isenberg has lots of good things to say about network neutrality on his blog.
