This past Tuesday, the Department of Defense released its quarterly report to Congress, Measuring Stability and Security in Iraq. The report documents the continuing decline in violence, but it also includes the results of a January Iraq-wide opinion poll, indicating a divergence of perception among Iraqis. Most Iraqis believe that while their own neighborhoods are relatively calm, safe, and secure, they feel that the rest of the country is not. As the report notes, the polls “continue to show that Iraqis believe the security situation is better locally than nationally.”
