The point about its being a progressive tax was a nice touch, although they seem largely to assume price inelastic demand in calculating gross tax receipts from it. With a 10-cent tax, by how much would you reduce your consumption (if at all), do you think? Or would you actually go out of your way to find a place with less than $50,000 in gross receipts?
