Revision to MA bill changes the ISP-like definition *again*

Some lawyer has edited the proposed MA mini-DMCA’s definition of ISP again, from “Communication Service Provider” to “Telecommunication Service Provider”.  Talk about adding value.  Not to mention confusion.

    Actually it is the other way around. The bill originally on Freedom to Tinker was a draft substitute for the bill. The bill now posted is the actual bill that is being considered by the committee tomorrow (I know because I was the one who got a copy of the bill from the committee).

    And I completely understand why definitions keep changing and being revised – control of definitions is a key battleground in most legal warfare (not that this battle helps the public interest – but every special interest wants to make sure its definitions are incorporated into law).

    Helpful as to the sequence of things — thanks! — though the point about editing is true either way. Agreed as to the importance of definitions, which is why I find it of concern that there are so many ways to say “ISP” or “TCP” or whatever under so many different laws.
