But I have to wonder: but do we actually know that the subjects in question are certified Bad Guys? I mean, if some old lady in a nearby condo had phoned in a report simply because she noticed them (say) smoking a joint in those woods it's unfortunately true that some cops (if sufficiently bored or zealous) would chase them with as much enthusiasm as if they were chasing violent predators...
