There’s a new exhibition at Victoria’s LegacyGallery, a UVic-affiliated downtown art venue. It’s called From a Modern Time: the architectural photography of Hubert Norbury, Victoria in the 1950s and 60s (the link goes to the Legacy Gallery’s “Upcoming” page – no specific web info otherwise).

On Vibrant Victoria, a forumer posted a pointer to the exhibition, with the following info:

A retro Victoria comes alive through the work of architectural photographer Hubert Norbury, on display at the Legacy Art Gallery and Café this summer.

Norbury succeeded in documenting a building boom that transformed Victoria from a sleepy retreat to a vibrant city, rejuvenated by progressive town planning, a new university campus, and an international airport. His photographs serve as a rich and detailed record of a unique era in Victoria’s architectural history when modern ideas and new building technologies were embraced by its architects and increasingly accepted by the general public. Curators need to write texts that accompany exhibitions, but I have a problem with the way they (or he or she) framed this one.

First a caveat lector: What follows is by no means a completely baked post. It’s in the category of “thinking out loud” and “place-holder for more.”

Here are some problems I have with the blurb that presents the exhibition…

It claims that Victoria was transformed in the 50s and 60s from a “sleepy retreat” to a vibrant city? Hm… Through building projects? Double hm and “really?” Just take a look at Centennial Square

I’m not sure why UVic’s curators would insist that the fifties and sixties were some Golden Age of city planning in Victoria. If anything, lots of built heritage was destroyed, the urban fabric torn asunder by so-called renewal (things like getting rid of “old junk” and making the city more car-friendly). The idea that the renewal undertaken at that time was beneficial really needs to be challenged. UVic certainly isn’t challenging it. It’s reinforcing it.

Furthermore… I really don’t believe anymore that if you build it, they will come. Something else has to happen first – or at least concurrently… Otherwise you do that “rejuvenation” thing through “progressive town planning” and end up with not that much.

At some level, some parts of our planning department seem still to subscribe to the “build it and they will come” agenda. And some of our councilors are “aesthetes,” idealists who think it’s possible to conjure up some kind of City Beautiful by fiat.

But what would a materialist say, someone who pays attention to work, to production, to economics?

I don’t think that buildings by themselves can change a city (Bilbao notwithstanding). There has to be a readiness for a new way of seeing and experiencing the city, otherwise buildings mean nothing. A starchitect edifice might help nudge new ways of seeing and experiencing, but those new ways can’t take hold if there isn’t some larger material fact underpinning that process already.

In most cases that larger, material underpinning is work, labor: how people make a living and sustain themselves. Do they work (and yes, consume) as factory workers, or in head offices and corporations, or as government bureaucrats, small business people, farmers, or entrepreneurs, or in the service industries, as retirees, or in the cloud? Are they experiencing disruption – at all levels – or are they staid and cut off from what’s going on in the global economy? Do they matter at all, are they producing matters of significance, or are they punching the clock …or already retired?

Victoria has had a varied history when it comes to work. Most of it centered on resource exploitation – from seals and whales to tourists, and every other resource in between. Some people think it’ll be IT – get-rich-quick and then blow off work to enjoy the island Lotus Land with its plentiful access to nature: hiking, golfing, kayaking, and so on. (Victoria must be one of the few places I’ve ever lived where it’s cool for 20-somethings to play the old man’s game of golf …and they can do it all year ’round here.)

The curatorial blurb I referenced at the beginning of this post says that Victoria was a “sleepy retreat” before the urban renewal schemes of the fifties and sixites. Yet that leaves out a whole swathe of prior history, including a prior of history of vibrancy and non-sleepiness.

Victoria may have been dead as a doornail in 1950, but it was a vibrant city in the late 19th and early 20th century – why?, because back then the city still mattered as a point of reference. Once the railroad linked Canada and terminated in Vancouver, however, Victoria began to die off because we weren’t that important anymore in the global world of work. Vancouver became the new reference point. The nature and value of how work was done here changed, and so did people’s perceptions of the place. No longer proud, and proudly the capital, more likely the slighted lesser city, where government only stayed by virtue of the infrastructure …which, admittedly, was and is a building. If the impressive Legislature building hadn’t already been here, I bet we would have stopped serving as the provincial capital long ago.

But the decision to make Victoria the capital was made first, and acted on first, and then the Legislature got built. The decision was acted on because of the way things were going: back then it seemed that Victoria could work.

Today, it’s like we haven’t figured out how to make this city work in ways other than boom-and-bust. You can build all the fancy new buildings and plazas and what-nots you want, but unless there’s a concomitant change in how people perceive the city (a perception that’s influenced at both ends, by the material stuff and by ideals) and in how they can work here and get ahead, public plazas and buildings alone won’t be able to generate the change(s) for the better.

Urban density and social media tools

It won’t come as news to those of us who love and defend cities, but it’s nice to have scientific research backing up what we espouse as urban positives: High population density triggers cultural explosions, according to a new study by scientists at University College London. The study was published in the journal Science; see also UCL’s page here (h/t Richard Florida/Creative Class blog).

The study reports that “complex skills learnt across generations can only be maintained when there is a critical level of interaction between people.”

I wonder how current social media tools mimic the benefits of density, or augment it in places that are emerging.

For example, I live in Victoria, BC, a medium-sized city that is approaching good density levels in the core neighborhoods, and I’m continually amazed by how social media tools like Twitter, Facebook, and a local forum on Vibrant Victoria have allowed a speedier dissemination of ideas. The dissemination doesn’t necessarily produce “instant” results, but how much more bereft we would be without the various platforms for those conversations.

While web-based tools can’t replace actual rubbing-up against people, they do facilitate transmission of ideas as well as complex skills, particularly if those skills aren’t manual. Yet even in the realm of manual skill or physical production – say, vegetable gardening or backyard chicken-raising – I’m likely to turn to the internet to find instructional videos or a local group. Digital natives will always go there first (and I’ve been an immigrant several times over, so I consider myself fully “naturalized” here, too, thank-you!).

Online social media tools absolutely augment the benefits of “real” population density. Thinking about online density and actual urban density (and its benefits) together, as being of a piece, seems important.

Better gold through green

It seems everyone is going green, or will be. Today I went to Victoria’s UDI (Urban Development Institute) luncheon to hear Terasen Energy Services‘ Gareth Jones present “All About Geo-Thermal: Learning from Local Projects.”

Some basic take-away points: unless I severely misheard, British Columbia prices for energy (or electricity) will rise 80% in the next 10 years; the best place to make inroads in meeting the very ambitious greenhouse gas reductions (which are nearly as ambitious as Europe’s) set by the BC Liberal Party is in communities/ municipalities; and the best places to get the best bang for the buck in alternative energy is in dense settlements, whether multi-family complexes (including highrises and townhouse developments) or densely settled neighborhoods.

Other points: we in BC often think that we get most of our energy/ electricity “from hydro” (i.e., from hydroelectric power projects, therefore from “clean” water-driven sources), but we actually import 15% of our electricity from out-of-province, and those imports are “dirty” (typically derived from coal-fired plants). In addition to that little wrinkle, only 21% of our total energy needs in BC are met by electricity in the first place (and of that 21%, remember that 15% aren’t “clean”). The remaining 79% are met by natural gas (another 21%), other fossil fuels (can’t remember the exact number – I think it was around 20%?), wood (another 16%), and other sources. Alternate sources are at present but a small, very small piece of the pie.

There was more, and it all deserves a longer blog post or article, for which I’ll have to dig out my notes and do some research. What struck me today was the sense of urgency that came across in Jones’s presentation: that we really don’t have a lot of time to sit on our hands in pursuing alternative energy – not least because an 80% rise in costs will really do a number on the economy. It would probably make the current recession look like a walk in the park.

Jones encouraged all the developers, builders, and planners and politicians at the luncheon to explore the myriad ways that the provincial government and Terasen Energy Services are trying to make alternative energy production (and consumption) more commonplace.

Meanwhile, there’s more to research and think about: Living buildings and how they’re cost-effective, for example.

Next week, there are two events scheduled in Victoria – first, at the University of Victoria on June 3, Jason McLennan, CEO, Cascadia Region Green Building Council will speak on The True Costs of Living Buildings, and the next evening (June 4), a less formal event showcasing some examples will take place at the Burnside-Gorge Community Centre. (I have to admit that after hearing Gareth Jones explain the benefits of density when it comes to installing alternative energy both for new and retrofitted buildings, Jason McLennan’s homepage photo disturbs me. It’s of an isolated single home – a converted church even? – in the middle of nowhere, which is probably the most large-footprint lifestyle, in environmental terms, that privileged westerners can choose. Perhaps his home is environmentally sustainable, but it’s still not a great model in the sense that it’s not anything we should strive for. Ok, end of sour aside.)  (Update, 5/27: If readers click through to the comments on this post, they’ll see Eden’s comment, which corrects my assumption about the photo. It’s actually not a private home, but the barn of a sheep farm. That’s really good to know, because the myth of the self-sufficient yet large single-family family home on a large property – a “green” variant of the suburban lifestyle – exerts a strong and unsustainable pull, which I prefer not to see strengthened. Thanks, Eden, for the additional info!)

And since it pours when it rains, there’s an out-of-town event I’d love to be able to go to: The Seattle Architecture Foundation will lead a tour through South Lake Union, called LEED: It’s Not Just for Buildings Anymore:

SLU’s close proximity to donwtown’s and existing transportation lines are the foundation for a successful sustainable neighborhood. Community design focusing on adaptive building re-use, alternative transportation, storm water management and other sustainability techniques is revitalizing the neighborhood adjacent to Seattle’s urban core.

SLU was accepted into the USGBC’s LEED-ND Pilot (Leadership in Energy and Environmental Design – Neighborhood Development) program, and is one of the first existing neighborhoods anticipated to receive LEED certification.

Catherine Benotto and Ginger Garff from Weber Thompson and Katherine Cornwell and Jim Holmes from the City of Seattle will explain how great neighborhoods are created. Highlights of the tour include the Terry Thomas Building, the redesign of Cascade Park, the street car maintenance facility and an exploration of the master plan for Terry Avenue.

Seems to me that the South Lake Union walking tour would be a perfect complement to Gareth Jones’s presentation, but then again, Jason McLennan’s presentation is a lot closer to home…

“Timber!” or “Timber?”

After attending today’s Urban Development Institute Luncheon on “The Story Behind the Six Storey Mid-rise Initiative” (with speaker Trudy Rotgans, Manager, Building and Safety Policy Branch in the BC Government), I have some additional thoughts on the topic (first broached from another angle here). As billed, the presentation’s topic was this:

You heard about it first back in September of 2008 when Housing and Social Development Minister, Rich Coleman, announced the province would increase the limit on wood-frame construction from four to six storeys by the beginning of this year. Since then, a detailed and intensive round of consultations and studies were undertaken looking at everything from seismic testing and wood shrinkage to fire fighting capacity. Also tied to this initiative is the government’s focus on finding ways to reduce greenhouse gas emissions. Minister Coleman asserts six storey wood-frame buildings allow us to reap “the environmental benefits of density while preserving the character of [our] communities.”

Come find out where the conversation started, what questions and answers popped up along the way, and whether or not six-storey wood-frame has been both safe and successful in any area comparable to Victoria.

First, I found it useful to see the frame (as it were) for building codes. Their roots lie in disasters – London’s Great Fire, or incidents involving New York City’s firefighters or earthquakes up and down the Pacific Rim of Fire.

Seeing that frame made me think about how building codes are reactive creatures, and how once they’re in place, they stay in place. This happens even if they outlive their usefulness because there’s no apparent reason to shift them. Fires and earthquakes are never “outlived,” of course, which means that the only good reason for a code to outlive its usefulness is if building technology shifts in a significant way. But then it’s a major effort to do the shifting because fires and earthquakes obviously don’t change their nature.

For some silly reason, I had always thought about codes as something proactive (not reactive), as something that pushes us or builders toward better quality. Their reactive quality had escaped me. So, ok, reality check: codes are not proactive, generally. They are essentially reactive creatures. That was the first part that made me go “hmm.”

For if it’s the case that the code is reactive, there have to be equally compelling reasons to shift it. This moves the heavy lifting into the court of the proponents who want to revamp the code to allow for changes, in this case to allow six-story wood construction.

Readers in other countries where more-than-four-story wood construction is already a given, bear with me. It’s a whole new frontier here.

Speaker Trudy Rotgans correctly noted that, given some of the hoarier aspects of our building code, some assumptions about the code are “worth challenging.”  And indeed they were when Rich Coleman (Minister for Housing, BC) approved the amendment for wood construction on January 9, 2009 (effective April 6, 2009).

As she delivered her presentation, questions regarding the government’s motivation to change the code arose almost immediately, and Rotgans answered that certainly, the Canadian Wood Council (an industry goup) has been working on these revisions for several years. There’s nothing wrong, in my view, with admitting that BC’s forest industry could benefit from the leveling of a playing field that currently favors one material over another (concrete and steel over wood) for mid-rise construction, or for the government to look for ways to help one our key industries.

But by lessening some of the code’s more reactive measures, the government hasn’t simultaneously built into the revamped code anything proactive in my naive sense of the term: there’s nothing in there, from what I could gather from today’s presentation, to ensure quality. When (in my May 13, 2008 entry) I linked to E3 Kaden + Klingbeil’s Berlin project (7 storey wood construction, video here), I was thinking of quality wood construction.

No builder here would get any benefit – time, money – from building like they do in Berlin. It’s more likely that the usual techniques – relatively slight wood-framing, plywood sheathing, fibreglass between the studs, and drywall to finish the interior – will be used. And if that’s the case, then you have to wonder whether it’s worth it.

It won’t necessarily be cheaper to build in wood with quality craftsmanship and attention to the building’s durability, its sound-proofing and fire-proofing aspects. (The Berlin building is certainly durable, it must be as good as sound-proof, and it doesn’t look like fire could do much damage. It has LEED or environmental advantages, but I wonder whether the financial bottom line was that much better than an equally good concrete building’s.)

Yet a desired cost-advantage was what had some of us wishing for the mid-rise initiative. We have a housing crisis, and many of us hoped that it would prompt builders to take advantage of savings to construct more housing at a lower cost, whether rental housing or condos.

So that brings us back to code: the architects and builders I spoke to after the lunch were skeptical. As one of them put it, “who’s going to go first?” Who will build – using the North American West’s notorious (imo) fast-food equivalent of suburban house construction techniques to build 6-story condos or apartments? Which insurer of home buyers will back it? Which builders’ organization will?

I’m usually relentlessly optimistic, but today’s presentation didn’t convince me. By simply taking away some of the reactive aspects of the code, the framers of the new amendments didn’t put anything proactive in place. It’s left to the builders themselves to re-invent the wheel, and it’s going to be an expensive wheel (so there goes the affordable housing hope) if they go the quality route.

I think most builders want to build quality. The diehard cynics who think everyone is on the make 24/7 will disagree, arguing that builders are waiting for a chance to throw up crap. That’s untrue. From what I sensed in today’s crowd – and it was a sold-out event – there was a real measure of disappointment that these building code amendments don’t really show a way forward.

  • Dan Bertolet of Seattle-based blog “Huge ass city” spent some time visiting Medfield, Massachusetts (where I gather he was raised). He temporarily renamed his blog “Wee ass suburb.”

    This particular entry looks at two houses — one, the Dwight-Derby house from 1621, the other a 2005 “Extreme Makeover” McMansion. Throughout, I’ve found Dan’s entries really intriguing, but didn’t comment. Today, however, someone commented with “Who gives a flying f*ck about Medfield,” which prompted me to post a comment. Click through to read. I do give a flying f*ck, I guess.

Hugeasscity has me thinking about Victoria’s Centennial Square (again)

Dan Bertolet of Hugeasscity hits all the right points in his discussion of what makes a good urban plaza.  He includes a “wow!” photo of Seattle’s Garden of Remembrance, which, with its relatively steep grade, allows for steps oriented in such a way that they provide “natural” seating for people who want to “watch the action on 2nd Ave.”

This got me thinking about Victoria’s own piece of urban misery, Centennial Square: it’s very rarely used, and it’s really badly designed.  There’s no reason to be in Centennial Square, which was built by deleting a street, but didn’t replace the street with any reasons for people actually to cross the square.

What follows are my ruminations on Centennial Square, which won’t be of much interest to anyone not familiar with Victoria or the Square, but here goes.

If you’ve ever put on an event at the Square, you’ll know that a big chunk of it lies in the shadow of the old 3-story City Hall, a protected heritage building.  This is the “south-east” part of the Square.  Shadowing from City Hall makes being in that section of the square really uncomfortable, particularly since dank shade isn’t especially welcome anyway in a climate which never gets very hot, even in summer.  What this suggests to me is that this particular plot would be ideal for another building — although I can hear the howls of outrage should any section of City Hall’s north facade be covered up by a new building.  But there might be ways to work that problem, perhaps by incorporating the facade into the interior of an open-to-the-public glassy building.  At any rate, my hypothetical structure would have to be really low-rise, so that the sun could penetrate to the north of it.  A structure built on the edge of Douglas Street would, however, be able to draw more pedestrian traffic, and therefore bring people into the Square itself.

The Square’s north-east section gets full sun (when it’s out), but that section is taken up by one privately-owned lot, plus a string of ugly (and mostly empty) “arcaded” venues (offices, dead shops, dead restaurants) facing into the Square, which are also part of an increasingly decrepit city-owned parkade from the sixties.  The parkade is on the list of structures slated for removal/ replacement.  Douglas Street to the Square’s east is for the most part a thoroughfare, with lots of bus stops, but few reasons for pedestrians to linger on that strip of the block.  To the west, there’s the Royal McPherson Theatre, and the north-west has the new CRD Headquarters building, which isn’t set snug to the north-west corner, but unfortunately is set back quite a ways, with yet another large-ish and hugely underused “plaza” at the corner of Fisgard and Government Streets.

Thinking of Bertolet’s observation, that the Garden of Remembrance provides a vantage point for people- and action-watching, I started to wonder where you could sit in Centennial Square to do anything similar.  The answer?  You can’t.

The Square is resolutely and stubbornly inward-turning: it presents a slightly walled and therefore slightly elevated patch of truly useless lawn with one big tree in the middle on the east edge (Douglas Street).  (For a great aerial shot, see this flickr photo by thebugs.  South is at the top of the photo, north at bottom, east on the left, west on the right. The pink building near the center is City Hall; to the right you can make out the Square’s fountain; directly to the north of City Hall, you can recognize the grassy patch with its lone tree.)

There’s nothing to see from the open grass patch, as it opens up on a part of the block that people hurry along since there’s absolutely nothing to stop for except the bus stop.  And I don’t know about you, but watching people wait for the bus is really seriously depressing.  Vistas to every other street are blocked off, with only two small “enticements” to glimpse some street action on the south-west and the north-west sections.  They’re not bad, but neither are they enough.
Consider, however, that the parkade on the north edge is supposed to come down (in the bottom part of thebugs’s photo), and that perhaps the city could acquire the privately-owned lot on the north-east corner.  There has been talk of replacing those buildings with some kind of new central library and civic auditorium, but let’s think about how that corner might also be worked to create a view cone on to the Hudson project now under renovation (not visible in thebugs’s photo; it would be in the lower left hand portion: part of the roof is visible).  Once it’s fully built out (a conversion of the Hudson Bay department store into condos, plus 2 high-rise towers also for condos and shops), this project, which is a truly large undertaking, should inject a tremendous amount of life into this northern edge of downtown.

It’s just a thought, but:

  • if a glassy “civic” structure were built next to City Hall on its north (because no one wants to be in that dank spot anyway, so you may as well put a building there instead),
  • and the parkade on the Square’s north were replaced with something much better (a library, a civic auditorium),
  • and the private lot on its north-east were acquired, too, then:

It might be an opportunity to reconfigure the Square so that the Douglas Street frontage finally gets some “built interest,” while a clever view cone is opened toward the north-east, which opens onto the Hudson.  The Hudson is in itself a magnificent structure from The Bay’s grand old department store days that literally deserves a view point.  And furthermore, the Hudson will be a potential river of interest-producing activity worth watching once it’s finished and its ground-floor shops are open.  Plus, seen from Centennial Square, the new view would be of a corner, not of a stretch of interest-bereft Douglas Street.  Where things come together (corners) one  usually finds more interesting to see.

  • Barber’s article links the ideas expressed around the demise of suburbs due to rising fuel costs, the benefits of densifying the cities (by building up, not out), and discussions around carbon taxes. “Meanwhile, the free market is applying its own time-tested solution to the problem of overconsumption, with salutary political as well as social consequences. Hillary Clinton never stooped lower than when she promised a summer ‘gas-tax holiday,’ joining John McCain in the promise. Barack Obama never looked better than when he condemned it.” One answer? Live downtown, preferably on a public transit line.

Suburbs, food deserts, and old-fashioned delivery trucks

As it happened, Christopher Hume’s follow-up story today in the Toronto Star on the Leslieville big-box debacle, Wal-Mart and the city an uneasy mix (which I blogged about here), made some points that coincided nicely with a story by Shannon Proudfoot, which appeared in yesterday’s Province (Vancouver), about food deserts in cities: Suburbs cause ‘food deserts’ in cities; People stranded in low-income neighbourhoods have little choice.

Let’s start with food deserts in cities. From Proudfoot’s article:

The migration of supermarkets to the suburbs has left some Canadian cities with “food deserts” in their most vulnerable neighbourhoods, according to new research that counters previous studies suggesting that phenomenon wasn’t happening in this country.

Residents marooned in these grocery wastelands — usually those who can least afford it — have no easy access to stores that stock fresh, affordable food, researchers say, forcing them to pay inflated convenience-store prices or eat junk food.

These conclusions are based on 40 years of data, and researchers found that the situation is getting worse, with “the poorest neighbourhoods …the most stranded.”

“If you think about a single mother with limited income without a vehicle — if you can’t hop in your car and drive to a supermarket, you must shop locally,” Gilliland says. “You’re going to be buying your groceries at local convenience stores.”

That forces people to pay an average of 1.6 times more for groceries, he says, perpetuating a financial “downward spiral” for those already in a precarious position.

Better-off urbanites are turning to Zipcar services (car sharing services), which they then use to make those big runs to the suburbs (and the big-box discount stores):

Now they use Zipcar for day trips out of the city or bulk-buying missions that are more convenient and budget-friendly.

“If you work during the day, get off and want to do a grocery run, the buses would be packed and I couldn’t imagine having to carry that many groceries on a bus for your entire family,” MacPhee says. “It really does come down to convenience.”

Proudfoot concludes with the researcher’s advice that city councils must boost population density in cities so that grocers will locate there, too.

But if the grocer is also a retailer like Wal-Mart, that can be a real problem for urban cores, as Hume’s article makes clear. This is where Hume’s common-sense suggestion to bring back the delivery truck comes into play. As he points out, it used to be the case that no self-respecting city person lugged home tonnage from a shopping trip …because the delivery guy would deliver your goods to your home within hours.

So, if you’re going to put a big-box store into a downtown, get rid of the acres of surface parking for individual cars, get public transportation in, get people to walk or bike in, and let the delivery trucks do the delivering again. The money saved on all that parking would surely pay for a small fleet of vans that ferry goods to their purchasers.

In Toronto, the opposition to this suburban monstrosity with an ocean of parking lapping up prime urban real estate is fierce. But Hume then adds:

One wonders how different the response would have been had SmartCentres announced that it intended to build the city’s first no-parking mall. Sounds ridiculous, but maybe not, on second thought. Already there’s a mall in San Francisco that has no parking. Why not Toronto?

From here it’s a short hop (’cause you’re not driving, see) to the idea of the delivery truck:

Then there’s that revolutionary concept known as the delivery truck. Remember that? There was a time when the big stores – Eaton’s and Simpsons – all had their own fleets. In those days, few shoppers even considered schlepping home anything larger than a breadbasket. And let’s not forget the IGA on Danforth at Pape, which to this day has no parking on its premises.

Clearly, the time has come to bring back the delivery truck, and Eastern Ave. could be a perfect place to start. Of course, the Wal-Marts would have nothing to do with such a concept, but being Toronto’s first green shopping centre, Wal-Mart wouldn’t be wanted anyway.

Shoppers would walk or cycle to the centre, make their purchases, then walk or cycle home. The goods would show up later. Now that’s convenience.

“We think delivery is a great idea,” says Smith, who also points out that, “this is a huge evolution for us. None of us has a lot of urban experience.”

The return of the delivery truck could also address the problem of “food deserts” in urban cores. There is enough density already if you include the people who can’t afford to drive to the store.

Here in Victoria, several of our core and downtown grocers deliver for free, same day, if you shop before noon or 2pm and your order is over $25. The liquor stores (non-government, that is) figured this one out, too: right below Market on Yates (”Your uptown downtown grocery store” is, I believe, their slogan) on View Street there’s Harris Green Liquors, which not only delivers, but takes orders for home delivery over the phone. Cheers, eh?

…courtesy of further reading in Robert L. Bish’s Local Government Organization in the Capital Region (and continuing somewhat from yesterday’s entry).

Bish is concerned with explaining the need for and importance of economic development in the region, which is a necessity for Victoria since it relies for over half of its property tax revenue on businesses, and which is necessary “if children of citizens already here are going to have challenging job opportunities in the region instead of having to migrate elsewhere.”(p.30)

What I find especially useful is how Bish explains the linkages between land use/ zoning regulations, coupled with other restrictive regulations, which together can conspire to retard economic development. Bish writes that the following factors influence economic development: “quality of local services, especially transportation and public safety, the regulatory structure, especially zoning and land use regulation, taxes and (indirectly for business owners and their employees) schools and the attractiveness of residential neighbourhoods. These are primarily manageable by smaller local governments except for taxes, where provincial and national government policies also play a role.” (p.25)

We could say that many of these relate to “quality of life” issues. But zoning regulations directly impinge on economic development, which certainly influences quality of life. As Bish puts it,

First, many municipalities in the capital region have the practice of zoning most land into its existing use–and to do so some have hundreds of zoning categories. This means that every significant change in a business land or building use requires a rezoning process, which not only adds time and cost to the process but creates considerable uncertainty with the politics of the rezoning. Several municipalities also have very strong policies against any kind of home based business. These policies on zoning and home based businesses may have a benefit of providing community input on every land use change but they are policies that make business creation, change and expansion more costly. These policies, however, do not require a regional government to change. They do not even require that all municipalities have more business friendly land use policies. They are, however, important enough to merit review in the region if economic development is to be promoted. (emphasis added) (p.25)

Not a week goes by that a resident doesn’t rant in a letter to the editor or at a neighbourhood association meeting about the”evils” of “spot rezoning.” Council is accused of bending over backward for developers, being spineless, selling the “community” out, etc. Yet as Bish points out, the need for rezoning is built into the very fabric as it exists. If you don’t rezone (call it spot rezoning or whatever), you will ossify land use — and retard economic development.

Bish continues:

The second area where individual municipalities play an important role is in their setting of variable tax rates. The B.C. municipal practice of setting business tax rates two or more times higher than residential tax rates (in the capital region the average multiple is 2.76) has made property taxes for businesses in B.C. some of the highest in North America, while residents enjoy some of the lowest property tax rates. Of course one should not be terribly surprised at this result as there are many more residential voters than business voters. That does not make the problem go away, however, and when combined with close to the highest marginal income tax rates in North America, high corporate income taxes and a capital tax, the capital region is not a tax friendly environment for businesses employing skilled professionals. Most of these tax disadvantages are beyond municipal control, but that makes it even more important that municipal governments fix those policies they are responsible for in areas of land use and local business regulation. It also makes it important that the capital region advertise its strongest asset: a diverse range of small municipalities providing attractive options for different lifestyles in a beautiful environment. This is the quality that may offset high provincial taxes to attract the high income professionals that businesses require to the region. (emph. added) (p.26)

Again, clearly it’s the council’s job to create favourable conditions for economic development, yet when they do (and are called to the mat for “spot rezoning”), some people complain how they’re “favouring” developers, and they usually pipe up (and puff up) enough to convince others, who follow the piper. It seems that many people don’t understand that we can’t live off lotus leaves — we have the “strongest assets,” but we also need to attract more vibrant businesses that can pay better wages than the hospitality or service industries pay.

Victoria is now in significant trouble because our downtown is overrun by people who are not “just” homeless, but who openly use and deal in drugs, who shoot up, smoke crack, tweak in broad day light, and make a career of begging for “spare change.” Key areas are festooned with groups of a dozen or so, many with (stolen) shopping carts laden with various possessions. The Province closed mental health facilities years ago, kicked people out, and seems willing to provide free needles (and now free pipes to crack smokers), but cannot find the will to fund detox facilities or asylums, nor is the justice system willing to stop the revolving door model we use for criminals (thieves, dealers) here.

In other words, the Province “downloaded” the responsibility for the mentally ill and the addicted to the municipalities, which don’t have the wherewithal to deal with this huge issue. So, in turn, the municipality has effectively “downloaded” this problem to individual citizens — not only in the sense that we are supposed to step up with private donations (and private resignation), but also in the sense that our shared public spaces are in part thoroughly destroyed. The private individual is suffering the costs of this “downloading.”

And it, in turn, is destroying what Bish calls our — downtown Victoria’s — “strongest assets,” one of which our own ability to believe in this place.
